.2528(a)(2) Openings in the barrier shall not allow passage of a four-inch diameter sphere and shall provide no external handholds or footholds. Five inch footholds were observed outside of fence, where fencing meets the wall. Operator attached a metal barrier to extend from fence creating a gap of 48 inches from foothold to to top of fence.
